That resident said the town<br \/>\nneeded &#8220;money for our tax base&#8221;. Unfortunately for the town of Somers,<br \/>\ngovernment facilities like prisons don&#8217;t pay property taxes.\n<\/p>\n<p>\nAccording to a Bureau of Justice Statistics Report released on Tuesday, the<br \/>\nnumber of state prisoners nationally is declining. Connecticut is alone<br \/>\namong its neighbors in continuing to add to its prison population.
