{"id":18715,"date":"2026-02-23T16:09:36","date_gmt":"2026-02-23T21:09:36","guid":{"rendered":"https:\/\/www.prisonpolicy.org\/blog\/?p=18715"},"modified":"2026-03-30T16:09:57","modified_gmt":"2026-03-30T20:09:57","slug":"md_hb1575","status":"publish","type":"post","link":"https:\/\/www.prisonpolicy.org\/blog\/2026\/02\/23\/md_hb1575\/","title":{"rendered":"The Prison Policy Initiative submits testimony in favor of HB 1575\/SB 791 to stop Maryland sheriffs from collaborating with ICE"},"content":{"rendered":"<p>On February 23, 2026, the Prison Policy Initiative submitted <a href=\"https:\/\/www.prisonpolicy.org\/scans\/PPI_Testimony_MD_SB791_HB1575.pdf\">written and oral testimony<\/a> in the Maryland Legislature in support of <a href=\"https:\/\/mgaleg.maryland.gov\/mgawebsite\/Legislation\/Details\/HB1575\/?ys=2026rs\">HB 1575<\/a>\/<a href=\"https:\/\/mgaleg.maryland.gov\/mgawebsite\/Legislation\/Details\/sb0791?ys=2026RS\">SB 791<\/a>, \u201cThe Community Trust Act.\u201d <\/p>\n<p>\nThis bill stops Maryland law enforcement officials from collaborating with Immigration and Customs Enforcement (ICE) through informal arrangements like alerting ICE that a certain person is in custody or allowing ICE access to local jails. Although Maryland has already banned formal agreements with ICE (called 287(g) agreements), the Prison Policy Initiative\u2019s research showed that most Maryland ICE arrests that took place in local jails were the result of the informal collaboration that this bill would halt.
