The March 1998 piece, <a href=\"\/scans\/yount\/sinisterface.shtml\">Felon Disenfranchisement: Pennsylvania&#8217;s Sinister Face of Vote Dilution<\/a> discusses disenfranchisement, racial disparities, the Voting Rights Act and the census-based dilution of minority and urban voting strength.
