{"id":5557,"date":"2017-04-10T12:55:32","date_gmt":"2017-04-10T16:55:32","guid":{"rendered":"https:\/\/www.prisonpolicy.org\/blog\/?p=5557"},"modified":"2018-05-22T16:13:25","modified_gmt":"2018-05-22T20:13:25","slug":"videolegislation","status":"publish","type":"post","link":"https:\/\/www.prisonpolicy.org\/blog\/2017\/04\/10\/videolegislation\/","title":{"rendered":"Protecting incarcerated people and their loved ones from the video visitation industry"},"content":{"rendered":"<p>\nAs our <a href=\"\/visitation\/\">research<\/a> has shown, local jails are increasingly replacing in-person visits with expensive and poorly implemented video visitation systems.\n<\/p>\n<p>\nFortunately, some policymakers are taking notice. Illinois State Rep. Carol Ammons introduced a <a href=\"http:\/\/www.ilga.gov\/legislation\/billstatus.asp?DocNum=2738&#038;GAID=14&#038;GA=100&#038;DocTypeID=HB&#038;LegID=104053&#038;SessionID=91\">bill<\/a> earlier this year that would protect in-person visitation from being eliminated in Illinois correctional facilities and limit the cost of video visits. There is also <a href=\"\/blog\/2016\/12\/22\/nj_video_bill\/\">active legislation<\/a> in New Jersey that would guarantee face-to-face family visits for incarcerated individuals, cap video costs at 11 cents a minute, and ban fees on professional video visits from lawyers and clergy.\n<\/p>\n<p>\nPolicymakers across the country should consider adopting similar legislation so that incarcerated people and their families are not prevented from in-person contact during difficult times. Preserving face-to-face visitation is not just humane, it\u2019s good policy because contact between incarcerated people and their loved ones is proven to reduce the likelihood that an individual will <a href=\"http:\/\/www.doc.state.mn.us\/pages\/files\/large-files\/Publications\/11-11MNPrisonVisitationStudy.pdf\">re-offend<\/a> after release.\n<\/p>\n<p>\nFor more information on this issue and efforts to protect in-person visitation, see our <a href=\"\/visitation\/ScreeningOutFamilyTime_January2015.pdf\">report on the video visitation industry<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Some legislators are beginning to take notice of the abusive video visitation industry.
