{"id":6219,"date":"2017-10-12T10:05:04","date_gmt":"2017-10-12T14:05:04","guid":{"rendered":"https:\/\/www.prisonpolicy.org\/blog\/?p=6219"},"modified":"2022-08-08T12:03:03","modified_gmt":"2022-08-08T16:03:03","slug":"phone-elections","status":"publish","type":"post","link":"https:\/\/www.prisonpolicy.org\/blog\/2017\/10\/12\/phone-elections\/","title":{"rendered":"Jail phone companies flood money into sheriff races"},"content":{"rendered":"<p>While we talk a lot about <a href=\"https:\/\/www.prisonpolicy.org\/phones\/\">counties getting kick-backs from phone companies in return for granting monopoly contracts<\/a>, we now have new research about a far more direct prison and jail phone company effort to sway sheriffs: campaign contributions.\n<\/p>\n<p>\nAs we <a href=\"https:\/\/www.prisonpolicy.org\/blog\/2015\/08\/12\/finance\/\">highlighted two years ago<\/a>, Securus was donating $10,000 a year to the Sacramento County sheriff, even though it did not have a contract with the county. We recently dug around a little deeper and discovered that Sacramento&#8217;s experience is not unique.\n<\/p>\n<p>\nWe found that GTL and Securus alone have donated over $70,000 to Alameda County Sheriff Greg Ahern&#8217;s campaigns in just 4 years (2010-2013):\n<\/p>\n<table class=\"centertable\">\n<tr>\n<th>Year<\/th>\n<th>GTL&#8217;s<br \/>Contributions<\/th>\n<th>Securus&#8217;<br \/>Contributions<\/th>\n<\/tr>\n<tr>\n<td>2010<\/td>\n<td>$2,000<\/td>\n<td>$10,000<\/td>\n<\/tr>\n<tr>\n<td>2011<\/td>\n<td>$400<\/td>\n<td>$10,000<\/td>\n<\/tr>\n<tr>\n<td>2012<\/td>\n<td>$12,000<\/td>\n<td>$10,000<\/td>\n<\/tr>\n<tr>\n<td>2013<\/td>\n<td>$15,000<\/td>\n<td>$10,075<\/td>\n<\/tr>\n<\/table>\n<p>\nAs we can see, prison and jail phone companies have been fueling Ahern&#8217;s campaign for years. And in 2012, their contributions accounted for nearly 25% of Ahern&#8217;s campaign expenditures.\n<\/p>\n<p>\nNotably Sheriff Ahern runs the 14th largest jail system in the country; just one of his facilities is larger than the entire state prison system of 8 states. He <a href=\"\/\/static.prisonpolicy.org\/phones\/filings\/7521065401.pdf\">used his substantial influence to organize and lead jail administrators to fight against jail phone regulation<\/a> while also raking in at least $1.5 million in kickbacks from the phone companies.\n<\/p>\n<p>\nThe phone companies are making contributions in other counties too:\n<\/p>\n<table>\n<tr>\n<th>Jail phone company<\/th>\n<th>Contribution<\/th>\n<th>County<\/th>\n<th>Year<\/th>\n<\/tr>\n<tr>\n<td>CenturyLink<\/td>\n<td>$1,000<\/td>\n<td>Clark County, NV<\/td>\n<td>2014<\/td>\n<\/tr>\n<tr>\n<td>Securus<\/td>\n<td>$1,675<\/td>\n<td>Contra Costa County, CA<\/td>\n<td>2013<\/td>\n<\/tr>\n<tr>\n<td>Securus<\/td>\n<td>$500<\/td>\n<td>Duval County, FL<\/td>\n<td>2014<\/td>\n<\/tr>\n<tr>\n<td>Telmate<\/td>\n<td>$500<\/td>\n<td>San Francisco County, CA<\/td>\n<td>2015<\/td>\n<\/tr>\n<\/table>\n<p>\nThese contributions may seem small compared to those in Alameda and Sacramento, but the <a href=\"https:\/\/www.prisonpolicy.org\/blog\/2017\/08\/24\/sheriffs\/\">cost of running for sheriff varies<\/a>, so these contributions might be enough to sway their respective elections. (And of course, phone companies <a href=\"https:\/\/www.prisonpolicy.org\/blog\/2015\/11\/25\/gtl_in_orange\/\">buy other county officials as well<\/a>.)\n<\/p>\n<p>\nFinally, these findings represent just a handful of the country&#8217;s 3,163 jails.
