The Criminalization of Mental Illness - the overuse of incarceration
for large numbers of mentally ill individuals, some of whom need psychiatric hospitalization and many others
who could be safely diverted to treatment and supervision in the community is a major concern for criminal justice and
mental health advocates. The Campaign's new briefing paper outlines the development
and current status of the problem, and points to alternatives. Other papers in this series look at examples of
local diversion programs from different jurisdictions, and the special challenges
of diversion for offenders with co-occuring substance abuse and mental illness.
