In Appendix Table 3, we listed the provider or the provider and its partner as it was listed in the providers annual report to the FCC. For the purposes of this table, we collapsed the companies and included the partnerships under the larger provider (for example, a partnership between NCIC and Crown Correctional is included under NCIC in the following table). For the sourcing on each of these independent rate surveys, see the methodology in State of Phone Justice 2022.

Custom Teleconnect is not included in this table because none of the more than 22 facilities covered by this company reported average daily populations.
