Data from May 2025 show that in states like California and Massachusetts, which have sanctuary policies limiting collaboration with federal immigration authorities, field operations have been the source of the majority of ICE arrests. In Florida and Texas, where state and local officials have enthusiastically collaborated with federal authorities, most ICE arrests have taken place in local jails.
