Appendix Table 3: Percent of people held for ICE and U.S. Marshals by type of facility and state, Apr. 2025

This table provides more detailed information related to the map, showing the percentage of ICE or U.S. Marshals detention taking place in local jails in each state as of April 2025. It also shows the percentage held in federal detention or prison facilities, or in private prisons and detention centers.

Note: Alaska, Connecticut, Delaware, Illinois, Maryland, Montana, Oregon, Washington, D.C, West Virginia, and the U.S. Virgin Islands had no formal ICE detention beyond federal office building hold rooms in April 2025. Delaware also had no U.S. Marshals detention. Across Louisiana, New Mexico, and Texas a handful of privately operated facilities also serve as the sole local jail in a county, and they are included in the tally of local jails. Maryland held 5% of U.S. Marshals detainees in a state-operated facility for women. This table contains the data used to make the map of local jails' role in federal detention. If a state has a federal detention network comprised mostly of local jails but mixed with a small number of people held in federal prisons for the U.S. Marshals, we still count the jails in the state as the sole provider of federal detention and classify them as such on the map. This is because those U.S. Marshals bookings are likely related to in-facility charges or court cases rather than federal policing in the community.
