This map originally appeared in States of emergency: The failure of prison system responses to COVID-19.

Some states — like North Dakota, New Jersey, and Oregon — were particularly successful in prioritizing the vaccination of incarcerated people, starting vaccinations in prisons early and getting people to accept the vaccine behind bars. Other states — like New York, Nebraska, Montana, and Indiana — have not done nearly as well with starting vaccines early and providing vaccine choices for incarcerated people.
